Partnership Potential

The State of Maryland and District of Columbia through a special purpose authority will be responsible for project ownership and development.
A form of design/build project delivery will most likely be used to undertake the Baltimore-Washington Maglev Project.

Recognizing the above requirement, the state has taken two initial steps toward
formation of the public/private partnership.

  • Discussions have been held at an industry roundtable with the principals of companies that have expressed an interest in partnering in the development of the project.
  • The state has solicited expressions of interest from industry, including designers, contractors, operators, maintainers, technology providers, vendors, real estate developers and financial interests.

A design/build procurement would be undertaken upon completion of the Record of Decision following issuance of a final Environmental Impact Statement (EIS) and following funding commitments from governments and private investors.

Public/private partnership teams will be formed over the next 2 years at the same time that other actions are undertaken, such as:

  • Completion of the EIS
  • Preparation of investment grade ridership and revenue estimates
  • 30% design
  • Capital and operating cost estimates.

At the same time, the detailed structure of the partnership will be defined, including roles and responsibilities, procurement approach and necessary legislative and financing actions.

The project capitalizes, to the maximum extent possible, on private sector
resources for implementation of the project. As recognized in the Maglev Deployment Program, the private sector contains unique resources in project development and financial potential. Private partners can be expected to manage and undertake the design, construction and maintenance as well as operation, technology supply and systems integration of the project pursuant to one or more contracts with the Maryland Department Of Transportation.

The solicitation for expressions of interest has indicated that several design/build/maintain consortia could form to respond effectively to this enhanced responsibility. These consortia will play a key role in project development by providing the needed expertise in the broad range of project development, design, management, operation, construction, maintenance and technology supply. Private partners, including service providers or vendors, will be expected to acquire significant interest in the project as debt or equity investors.

TRI will be the technology provider under contract to the owner, will be responsible
for technology maintenance reliability, and will offer a performance guarantee. TRI is a member of the Baltimore-Washington Maglev Project team.

The real estate development on and surrounding the proposed Maglev station site in Baltimore City will be one of the sources of private financing used in developing the entire Maglev system. The site in Baltimore has the potential for a significant amount of ancillary real estate development that would complement the proposed Maglev station. Air rights and other joint development opportunities will be bid out to real estate developers who will contribute to the cost of system development.
